A business executive with Owens Illinois, Mulford was president of the Toledo Chamber of Commerce and a civic leader.

Mulford rose through the corporate executive ranks and served as president of  O-I from 1961-1968. In those eight years O-I sales rose from 596 million to nearly one billion dollars a year. He traveled and promoted O-I 's glass products worldwide.
